What Article 4 requires.
Article 4 of the EU AI Act places a duty on both providers and deployers of AI systems to ensure a sufficient level of AI literacy among their staff, and among anyone else operating AI on their behalf. It has applied since 2 February 2025, making it one of the earliest live obligations in the whole regulation.
The word that matters is sufficient. The duty explicitly requires you to take into account each person's role, technical knowledge, experience and the context the systems are used in. A one-size-fits-all e-learning module does not satisfy that test. Nor does the duty stop at your own payroll: contractors and others using your AI systems are in scope too.
The stakes are real. From August 2025, organisations can face civil liability where harm is caused by inadequately trained staff, and penalties under the associated obligations reach up to 15 million euro or 3 percent of global turnover. Full applicability of the Act lands on 2 August 2026.
What compliant training looks like.
To meet the duty rather than just gesture at it, training has to do three things:
- 01Be role-specific. A data scientist building a model, a product manager procuring one, and a customer-facing team using one each need different literacy. We scope to the roles in your organisation.
- 02Be contextual. The training has to reflect the actual systems you deploy and the actual risks they carry, not a generic tour of "what is AI".
- 03Be evidenced. You need a record of what was covered, by whom and when, that stands up in a compliance file or a procurement questionnaire. We provide one.

Common questions.
Does a single generic AI training module satisfy Article 4?
No. Article 4 requires a sufficient level of AI literacy that takes into account each person's role, technical knowledge and the context the systems are used in. A one-size-fits-all module does not meet that test. Training has to be role-specific and proportionate to how each group actually uses AI.
Who has to comply with the AI literacy duty?
Both providers and deployers of AI systems. The duty covers your staff and any other person operating AI systems on your behalf, including contractors. It applies regardless of sector, and has been in force since 2 February 2025.
What are the consequences of not training staff?
